The first meeting of the working group was held on April 30, 1999 at the New York City Transit Offices in Brooklyn, NY.

Discussions
Tom McGean provided a brief introduction to the IEEE RTVIS efforts including that the group must present their recommendation as to whether a recommended practice or standard is needed to the full committee for consideration.
Various issues were discussed and are summarized below:
- Different clients have different needs for software documentation. The needs span a broad spectrum from understanding the software operation to maintaining/updating the software over the product life.
- Short-term needs include end user and supplier agreeing upon the functional requirement and delivering the software on time. As most procurements are based upon embedded systems, the cost of the software is fixed by the contract.
- Long-term needs included changing functional requirements, porting software to new hardware platforms and troubleshooting software operations.
- Identification of customer needs is important. Smaller operators do not have staffs to provide long-term software support. Larger operators are establishing in-house resources to support software systems. Are the needs of these customers different?
- Suppliers need the ability to utilize the same software documentation at multiple customers especially at the module level.
- What IEEE, ISO and/or ATA standards applicable to the rail transit software documentation?
The group agreed after the lengthy discussion that the activity should continue forward. The following actions as listed below were assigned.

Action Items
- Draft purpose and scope statement to use for PAR submittal. Harvey Glickenstein and Paul Jamieson will prepare prior to next meeting.
- Review of IEEE standards and recommendation of applicability to the rail transit vehicle. The review team will consist of these individuals: Leroy Denney [lead], William Gallagher, Linda Martinez, Francois Ouellette, Marilyn Philips and Ken Teu.
Next Meeting
The next meeting will be held on July 7 and 8, 1999 at the New York City Transit offices 130 Livingston Street, Brooklyn, NY. The Wednesday meeting will start at 9:30AM. An agenda will be distributed prior to the meeting.
