1.                  HOUSEKEEPING ITEMS

 

1.1.            Introductions

 

Alan Rumsey thanked Harold Gillen and US&S for hosting this meeting of Working Group #2 (WG2) of the Rail Transit Vehicle Interface Standards Committee (RTVISC).

 

1.2.            Review of Previous WG2 Meeting Minutes

 

The minutes of the previous WG2 meeting held on February 26/27, 2002 were reviewed and accepted as written.

 

1.3.            Liaison with IEC TC9 WG40 "Urban Guided Transport Management and Command/ Control Systems"

 

Working Group 40 of the IEC TC9 Railway Committee intends to develop standards for Urban Guided Transport Management and Command/Control Systems. This working group includes representatives from France, Italy, Germany, Japan, China, Canada and the USA.

 

Alan Rumsey noted that he had attended the second working group meeting in Paris on April 11, at which time the proposed scope of the working group had been developed, which includes:

 

·         Definition of essential functional requirements

·         Definition of system architecture

·         Definition of interfaces and data exchange

 

If this scope is approved by the IEC TC9 committee, the next meeting of WG40 will be held in New York in October.

 

1.4.            Liaison with the ASCE APM Standards Group

 

The IEEE Rail Transit Vehicle Interface Standards Committee's WG2 and the ASCE Automated People Mover Standards Committee have agreed to harmonize development of train control standards for CBTC technology and as such representatives of the ASCE Automated People Mover Standards Committee were welcomed to this WG2 meeting.

 

1.5.            North American Section of the Institution of Railway Signal Engineers (IRSE)

 

Alan Rumsey and Bill Petit noted that a North American Section of the Institution of Railway Signal Engineers (IRSE) had recently been formed with the goals:

 

·         To educate its members, through presentation of papers, etc.

·         To arrange site visits

·         To encourage and develop young signal engineers

·         To provide an opportunity for networking

·         To support information exchange across different industries (freight/transit)

·         To encourage information exchange with other IRSE sections in the UK and elsewhere (global focus)

·         To provide a forum to address signaling related issues of the day

·         Etc.

 

The elected officers of the new section are Bill Scheerer (Chairman) and Bill Petit (Vice Chairman).  Further information on the IRSE can be found at www.irse.org  

 

1.6.            Date/Location of Next WG2 Meeting

 

The next WG2 meeting was tentatively scheduled for Wednesday, August 21 to be hosted by BART.

 

Post meeting note:  The next WG2 meeting has been confirmed for Wednesday, August 21 but will now be hosted by Parsons at their offices at 100 Broadway, New York, NY.

 

2.                  FINAL PRE-BALLOT REVIEW OF DRAFT D8.0 OF PROPOSED STANDARD 1474.2 “USER INTERFACE REQUIREMENTS IN CBTC SYSTEMS

 

2.1.               Confirmation of Changes Introduced Following Line-By-Line Review of Draft D.7.0

 

Draft 8.0 of the proposed Standard included all comments raised during the detailed line-by-line review at the previous WG2 meeting on January 26/27, and in particular included a complete re-structuring of Section 6.

 

Draft 8.0 was reviewed, and with minor changes to Sections 2, 4.3, 6.3.1.2 and 7 was accepted by WG2.

 

With these agreed changes, WG2 approved that the draft standard now be submitted to ballot.

 

Alan Rumsey will request the IEEE editor to review the draft standard prior to submitting the proposed standard to ballot. (ACTION)

3.                  REQUIRED UPDATES TO IEEE STD. 1474.1-1999 “CBTC PERFORMANCE AND FUNCTIONAL REQUIREMENTS”

 

3.1.            General Discussion on Purpose and Scope of Proposed Updates

 

The agreed scope of the proposed updates to 1474.1-1999 was to incorporate necessary changes to accommodate driverless CBTC applications, and to incorporate other desirable improvements to the standard.

 

At the previous WG2 meeting, it had been agreed to address updating sections of 1474.1 in the following order, with the target to have the updated standard ready for balloted before the end of 2003:

 

1)      Section 4

2)      Section 6.1

3)      Section 6.2

4)      Section 6.3

5)      Section 5.3

6)      Section 5.1

7)      Section 5.4

 

Sections 4 and 6.1 were reviewed at this WG2 meeting.  Sections 6.2 and 6.3 will be reviewed at the next WG2 meeting.

 

3.2.            Line-By-Line Review of Section 4 (General Requirements)

 

Section 4.3 (range of applications) was updated to include automated people movers.

 

Section 4.5 (train operating modes) was updated to include both unattended and driverless train operations.

 

Section 4.5.2 (failure mode train operations in CBTC territory) was reviewed; Alan Rumsey to propose revised wording to accommodate various degraded modes of operation, consistent with current APM standards. (ACTION)

 

Sections 4.5.2.1 and 4.5.2.2 were updated to note that train operations under CBTC system failures would be under the control of a train operator.

 

Sections 4.5.3 and 4.5.4 were updated to include the assumption that train operations in non-CBTC territory would be under the control of a train operator.

 

Section 4.6 (transition between operating modes) was updated to include the assumption that all trains entering and leaving CBTC territory would be under the control of a train operator.

 

3.3.            Line-By-Line Review of Section 6.1 (ATP Functional Requirements)

 

Minor updates were identified to Section 6.1 (ATP functional requirements) to accommodate driverless applications, specifically Section 6.1.8 (door opening control protection interlocks) and Section 6.1.9 (departure interlocks).  Section 6.1.7 (zero speed detection) was also updated for consistency with the ASCE APM standards.

 

Alan Rumsey will update all of the above sections based on the meeting comments, and re-issue prior to the next WG2 meeting.  (ACTION).
