Minutes of Meeting:

 

1.0  HOUSEKEEPING ITEMS

 

1.1  Introductions

 

Alan Rumsey thanked Lou Sanders, Dave Phelps and ATPA for hosting this meeting of Working Group #2 (WG2) of the Rail Transit Vehicle Interface Standards Committee (RTVISC).

 

1.2  Review of Previous WG2 Meeting Minutes

 

The minutes of the previous WG2 meeting held on November 2, 2000 were reviewed and accepted as written.

 

1.3  Status of Other CBTC-Related Standards Initiatives

 

1.3.1  Environmental Standards for CBTC Wayside Equipment

 

Harold Gillen is chairing a new Working Group to develop environmental standards for wayside electronic equipment, including wayside CBTC equipment.

 

Scope and Purpose for this proposed standard has been approved. 

 

Anyone interested in participating in this Working Group should contact Harold directly.

 

1.3.2  Future Updates to 1474.1

 

The existing IEEE Std. 1474.1-1999 will be updated in the future to include an expansion of the functional requirements in paragraph 6.1.15: "Highway grade crossing warning". The existing IEEE Std. 1474.1-1999 will also be updated in the future to include CBTC performance and functional requirements for train operations without crews.  Planning for these and other updates to IEEE Std. 1474.1-1999 will be initiated at a WG2 meeting later this year.

 

1.4  Railway Age/Parsons Transportation Group International CBTC Conference

 

Alan Rumsey advised that the 4th International Conference on Communications based Train Control, sponsored by Railway Age and Parsons Transportation Group, will be held in Washington D.C. on May 8/9, 2001.  Further details can be obtained from the Railway Age website (www.railwayage.com).

 

1.5  Date/Location of Next WG2 Meeting

 

The next WG2 meeting was scheduled for Wednesday, June 6, 2001 at New York City Transit facilities in New York.

 

The following WG2 meeting was tentatively scheduled for September in San Francisco. 

 

2.0  REVIEW OF SECTION 4 (GENERAL USER INTERFACE REQUIREMENTS)

 

Draft 3.0 of the proposed Standard had been distributed on January 28, 2001 and reflected comments/agreed changes on the previous draft. 

 

Section 4 of the proposed Standard was reviewed in detail.  Specific agreements/ comments were as noted below:

 

·         Minor edits to section 4.1

·         Section 4.2 (Range of applications) will be moved to new section 1.3

·         Minor edits to sections 4.3 and 4.4

·         New section to be added on “System safety considerations”

·         Minor edits to sections 4.5 through 4.8

 

3.0  REVIEW OF SECTION 5 (TRAINBORNE CBTC USER INTERFACE REQUIREMENTS)

 

Section 5 of the proposed Standard was reviewed in detail. Specific agreements/ comments were as noted below:

 

·         Confirmed that primary focus of this section is for train operations with crews; the extent to which this section is applicable to support operation of trains without crews shall be established by the authority having jurisdiction

·         Section 5.2.1 to be re-titled “Mandatory display data” and to include: train operating mode (including CBTC operating status), current train speed, current maximum authorized CBTC speed, and overspeed condition/alarm only

·         Section 5.2.2 to be re-titled “Optional display data” and the following should be added to the current list: distance (or time) to an approaching target speed reduction or movement authority limit

·         Section 5.2.3 to be re-titled “Mandatory user information inputs” and to include operating mode selection and alarm acknowledgement

·         Section 5.2.4 to be re-titled “Optional user information inputs” and to include train type, train run number, crew id’s, ATO start, performance level modifications, etc.

·         New section 5.2.5 to be added on “Mandatory audible alarms” to include overspeed condition

·         Edits to section 5.3

 

Any additional requirements that WG2 members recommend be included in section 5.3 of the proposed standard are to be forwarded to the WG2 Chair by the end of March 2001 for inclusion in the next draft.  (ACTION: All)

 

4.0  REVIEW OF SECTION 6 (CENTRAL CBTC USER INTERFACE REQUIREMENTS)

 

Section 6 of the proposed Standard was briefly reviewed in the limited time available and a number of updates were identified for inclusion in the next draft.  It was agreed that priority would be given to a review of this section at the next WG2 meeting.

 

5.0  SECTION 7 (MAINTENANCE-RELATED USER INTERFACE REQUIREMENTS)

 

Denny Pascoe and John Cullen each agreed to prepare an initial draft of Section 7 by the end of March 2001.  Alan Rumsey will consolidate the inputs received and incorporate into draft D4.0 of the proposed standard.

 

6.0  SUMMARY

 

All comments raised by the meeting participants will be addressed by the WG2 Chair in draft 4.0  (ACTION: Alan Rumsey).

 

Any additional comments on draft 3.0, together with suggested wording changes/additions, are to be forwarded to the WG Chair no later than the end of March 2001. (ACTION: All)

 

The WG Chair will incorporate all additional comments received, and issue draft 4.0 of the proposed standard in early May 2001.  (ACTION: Alan Rumsey).
