The Board of Education shall adopt policies governing transportation and, upon the recommendation of the superintendent, shall include adequate funds to carry out those policies.

The superintendent shall assign administrative and operational duties and shall keep the Board informed as to the operation and needs of the transportation program. The superintendent shall recommend policies and funds to the Board for approval.

The director of Transportation shall be responsible for the supervision, coordination and maintenance of all transportation vehicles and all personnel directly related to transportation.

The Board shall purchase and maintain adequate buses to furnish transportation in accordance with policy.

In the event the Board determines that the un-reimbursed expenses associated with providing student transportation are adversely affecting the budget for instructional programs, it may choose to offset those costs through imposition of a transportation fee, in accordance with state law. Alternatively, the district may submit to the voters the question of whether to impose and collect a mill levy increase for the payment of such excess transportation costs, in accordance with state law. Any revenues raised by such a fee or mill levy shall be deposited in the transportation fund.

The district shall waive any transportation fee for any student eligible for reduced price or free lunches and for any homeless student, as determined by federal regulations.
