FE, Facilities Construction
The planning, design and construction of a school building shall follow a definite plan in which the responsibilities and relationships of all those participating are clearly understood and accepted. In addition to the Board of Education, professional staff and local citizens, the services of many specialists including educational consultants, architects, engineers, contractors and builders shall be retained to secure their technical ability.
1. Board of Education
The Board authorizes studies to be made, reviews and acts on recommendations, selects and purchases sites, selects and appoints educational consultants and architects, approves building plans and specifications, approves the bid and contract, and accepts the completed building.
2. Superintendent
The superintendent recommends policy and procedure and advises the Board on all phases of the building program.
3. Professional Staff
The school staff provides assistance and advice on the educational program, the facilities needed to carry out the program, and the development of the educational specifications and space requirements of contemplated school facilities.
4. Outside Consultants
The educational consultants, through the superintendent, confer with the Board, the school staff, the architect and required governmental agencies and assist in the development of functional layouts of the site, the building and the special areas.
The Board shall accept the project as complete when recommended by the superintendent. The superintendent shall base his recommendation upon a final inspection conducted by him or by a staff member designated by him, the architect and the inspector.
