The district shall take steps to assure that plats for all proposed developments partially or completely within its boundaries are submitted to the district by other governmental entities or their authorized representatives, which may include regional, county, town or city planning commissions. The district shall make timely response to such plats as submitted. The district response shall include specific information about the adequacy of schools in the area of the proposed development based on current and projected utilization levels for those schools. If an inadequacy is determined, the district shall seek additional school site(s).

Selection of a school site shall be based on, but not limited to, the following considerations: established criteria for optimum site size and school size; topography and engineering appropriateness of the site; availability of water, sewer and other utilities to the site; convenience to existing streets and roads or to those streets planned in conjunction with the development; and relation of the site to other school facilities and to existing and proposed population centers.

The Board of Education may enter into intergovernmental agreements to further provide for land dedication or payment in-lieu of (PILO) land dedication from developers proposing construction within the district. The Board may also enter into direct negotiations to provide for land dedication or PILO land dedication from developers proposing construction within the district.
