The district shall identify students who may benefit from a Language Instruction Educational Program (LIEP) through: home language surveys that identify a potential Primary Home Language Other Than English (PHLOTE), English language proficiency assessments approved by the Colorado Department of Education (CDE), and any additional relevant information within a body of evidence. The English language proficiency of students identified as English Learners (ELs) shall be assessed annually through the use of the language assessment approved by CDE.
Each year, the district shall certify to CDE a list of students identified as ELs, including specification of the number of non-English languages identified as the students’ primary home languages and the number and percent of students who speak each non-English language as their primary home language.
The district shall also provide additional information as required by CDE to comply with federal law.
