The Board of Education shall divide the district in such a manner that each student shall be assigned to and reasonably accommodated in one of the district schools. Any changes to attendance boundaries shall only be implemented following completion of the school year and prior to the opening of the subsequent school year.

The superintendent shall report annually to the Board on the status of the school attendance areas in the district. The superintendent shall make recommendations to the Board in sufficient time so that the Board can give thorough consideration to modification of these areas if necessary and to the dissemination of its decision to the parents and other citizens of the district well before the end of each school year. The district planning staff shall prepare an annual report to the superintendent detailing demographic and subdivision activity with respect to school attendance areas. Strategies for optimizing use of school facilities through attendance area modification shall be included in this report.

A number of factors shall be used as guidelines for the modification of attendance area boundaries. Those factors include: ability of schools to provide programs, making the best use of instructional space, appropriate size of buildings and student population, amount of time on buses (where applicable), and maximizing student walk potential while minimizing the impact of hazards/barriers for walking students.

When it is determined that changes to boundaries are necessary, the following will apply to students who reside within these areas.

  • Elementary, PK-8 and Middle Schools – Students who have a designated school of residence change as a result of a boundary adjustment and who would be completing the last grade level available at their original school may continue to attend their original school for the final year.

  • High Schools - Students in grades 9-12 who have a designated school of residence change as a result of a boundary adjustment may continue to attend their original school through graduation.

The district may adopt temporary rules governing choice enrollments to accommodate the opening of new schools, the closing of schools, or the changing of boundaries.
