The Board of Education encourages the engagement of parents and families whose children participate in district Title 1 programs. Pursuant to federal law, the Board has followed the recommendations of a representative committee of parents, families, and district staff in adopting this policy as a framework to establish the district’s expectations and objectives for meaningful parent and family engagement, and to guide the development of individual school parent and family engagement policies. The policy shall be implemented by the superintendent or designee and incorporated into the district’s Title 1 plan. Each Title 1 school will use a new or existing advisory committee composed of parents, families, staff, and community members to develop an annual school-level parent and family engagement policy and compact based on this framework.

Engagement with Title 1 Planning

The district shall hold an annual meeting for parents and families of students in Title 1 programs, as well as Title 1 school staff, principals of schools receiving Title 1 funds, and other interested persons, to discuss the Title 1 plan, review implementation of the Title 1 plan, discuss how Title 1 parent and family engagement funds shall be used, and invite suggestions for improvement.

Coordination of Parent and Family Engagement Activities with Other District Programs

The District shall, to the extent feasible and appropriate, coordinate and integrate parent and family engagement programs and activities with other relevant federal, state, and local programs, and conduct other activities that encourage and support parents in more fully participating in the education of their students. The district shall develop written materials and training for staff to help families work with students to improve student achievement.

To improve the academic quality of the schools served, the district shall coordinate and integrate Title 1 parent and family engagement strategies with those of other educational programs in the district, and shall provide information to help parents and families understand:

  • The district’s academic performance and reporting standards

  • State and district academic assessments

  • The requirements of Title 1

  • How to monitor students’ academic progress

  • How to work with school staff to improve the achievement of students

District Support for Parent and Family Engagement

The district shall provide coordination, technical assistance, and other support necessary to assist participating schools in building the capacity for effective parent and family engagement to improve student academic achievement and school performance, and meet the needs of students and families within the community. Specific district supports for parent and family engagement at Title 1 schools are outlined in KBA-R, and aligned with Board Policies KB/KB-R (Family School Partnership in Education).

Annual Evaluation

With the meaningful engagement of parents and families of students in Title 1 schools, the District will conduct an annual evaluation of the content and effectiveness of this policy. Effectiveness shall be measured in part by improvements in student academic achievement and school performance. The district shall use findings of the evaluation to design strategies for more effective family engagement and revise the policy as necessary.
